(a)      In this section, "local government" means:

            (1)      A county;

            (2)      A municipal corporation;

            (3)      A special taxing district; or

            (4)      A regional governmental entity created by State law that provides services in more than one county.

      (b)      A local government may not print or have printed a local government employee's Social Security number on any type of identification card.
