To avail itself of the provisions of this subtitle, the governing body of a county or municipal corporation shall enact a motion, resolution, or ordinance stating in substance that the county or municipal corporation has determined to avail itself of the provisions of this subtitle and binds itself to fulfill all obligations incurred under this subtitle.
