Section 2-101

      (a)      (1)      There is a Department of Business and Economic Development.

            (2)      The Department is a principal department of the State government.

            (3)      The head of the Department is the Secretary of Business and Economic Development, who shall be appointed by the Governor with the advice and consent of the Senate.

      (b)      The Secretary shall receive the salary provided in the State budget. The Secretary shall serve at the pleasure of the Governor, shall be directly responsible to the Governor and shall counsel and advise him on all matters assigned to the Department, and he shall be responsible for carrying out the Governor's policies with respect to such matters.

      (c)      (1)      Subject to the provisions of Title 1 of this article, the Secretary shall be responsible for the operation of the Department, and shall establish guidelines and procedures to promote the orderly and efficient administration thereof.

            (2)      The Secretary may establish areas of responsibility within his office and may reorganize or abolish the same as necessary to fulfill effectively the duties assigned to the Secretary.
