(a)   General public assistance benefits shall not be given to an employable
person who has not registered with the local office of employment
security or has refused after job counseling to accept a suitable
placement.
  (b)   A person shall be deemed to have refused to accept a placement if he:
(i) fails to obtain and file with the local office of social services
monthly a new certificate from the local employment security office
stating that such employment office has no order for an opening in
part-time, full-time, temporary or permanent employment in which the
applicant is able to engage; or (ii) willfully fails to report for
three consecutive interviews without good cause at an employment
security office with respect to employment when requested to do so by
such office; or (iii) willfully fails to report to such office the
result of a referral to employment; or (iv) willfully fails to report
for employment.
  Such willful failures or refusals as above listed shall be
reported within 30 days to the local social services office by the
employment office.
  (c)   Any recipient of general public assistance who refuses an assignment,
and, after a fair hearing, cannot show cause to justify that refusal,
is not qualified for general public assistance to employables. Payments
shall be continued to those persons until final disposition has been
made of the charges.
