Notwithstanding any other provision in this Code or regulation adopted thereunder, or any prospective provision or regulation, no State, city or county administration or department of social services or other agency shall decrease, solely as a result of implementation of a system of flat-grant payments, the monetary amount of assistance received by any recipient of public assistance prior to the implementation of a system of flat-grant payments.
