The local units shall:

            (1)      Administer the provisions of this subtitle in the respective counties subject to the rules and regulations prescribed by the State Department pursuant to the provisions of this subtitle;

            (2)      Report to the State Department at such times and in such manner and form as the State Department may from time to time direct;

            (3)      Submit annually to the local governing authority, after approval by the State Department, a budget containing an estimate and supporting data setting forth the amount of money needed to carry out the provisions of this subtitle;

            (4)      Exercise the powers and perform the duties defined by this subtitle.
